LOCATION:
Southwestern Minnesota, located in Marshall, MN.  Travel to each of the county locations will be necessary. (Lincoln, Lyon, Murray, Pipestone, Redwood & Rock County)

MINIMUM QUALIFICATIONS:
Master’s degree in behavioral or social science, business administration, nursing, public administration, public health, or related field plus five years of management or administrative experience in a large organization, OR Bachelor’s degree in one of the above fields plus seven years of management or administrative experience in a large organization, OR an approved equivalent combination of education and experience.
 
DESIRABLE EXPERIENCE:

  • Experience as a leader with the development of a compelling vision along with clear strategy and direction to implement it
  • Experience using influence, negotiation and technical skills to implement change initiatives with various levels of management and staff
  • Experience developing short, medium and long range plans, and assessing and prioritizing projects and policies
  • Experience working with elected officials, advisory boards, administrators, executive leadership teams and other stakeholders
  • Experience developing an annual budget to assure organizational outcomes
 
HOURS / DAYS: 8:00 a.m. to 4:30 p.m., Monday through Friday with additional hours as needed. Work schedules (hours and days) and location are subject to change based on department needs.


JOB SUMMARY
Under general direction of the Southwest Health and Human Services Governing Board, participates in the overall administration and leadership of the Southwest Health and Human Services Joint Powers Organization. 
 
The Director provides leadership, vision and strategic direction, directs the development, planning, management, coordination, delivery and evaluation of social service, economic support, programs that are vital to the quality of life of our regions residents.  The Southwest Health and Human Services Director is responsible for ensuring these programs are in compliance with applicable federal and state laws and regulation.

The duties and responsibilities of this job are performed with significant latitude for independent judgment in accordance with Agency policies, Federal, State and Local regulations and are based on detailed knowledge of Department operations.

DUTIES & RESPONSIBILITIES
Provide leadership and vision in the development, delivery and evaluation of Southwest Health and Human Services programs, policies and services by performing the following:
  • Participate in the formulation of the SWHHS mission, values, priorities, and desired community needs and assure that operations implement them;
  • Develop agency goals and objectives in cooperation with advisory committees, advocacy organizations, community stakeholders and department staff;
  • Coordinate the development of required state and federal plans to address local human service needs;
  • Interpret rules, regulations and policies pertinent to the department's programs;
  • Direct appropriate compliance action as necessary;
  • Write agency procedures and policies in addition to those mandated by state or federal governments;
  • Serve as agency representative during labor negotiations;
  • Direct the development of performance measures;
  • Monitor outcomes of division programs;
  • Coordinate departmental services with other departments and organizations to ensure efficient, effective and collaborative service delivery;
  • Direct the negotiation, execution, implementation and evaluation of purchase of service agreements;
  • Inform stakeholders of department programs and collaborate with them in program development and delivery;
  • Act as a liaison between Southwest Health and Human Services, the State of Minnesota and other counties;
  • Represent SWHHS on various committees to interpret rule and program changes;
  • Coordinate the development, adoption and communication of legislative priorities; and;
  • Work with lobbyists to coordinate legislative communication, information gathering, and testimony at the legislature.
  • Lead cross-departmental endeavors to integrate and redesign services that require innovation and risk taking;
  • Serve as Media Contact;
  • Perform other duties as assigned.

    Manage Department Staff:
  • Serve as the lead member of the SWHHS executive group;
  • Direct subordinate managers and staff
  • Interview and make staff recommendations;
  • Set management goals and objectives;
  • Implement accountability measures;
  • Motivate and coach employees;
  • Guide staff through changes in laws, processes, services or programs;
  • Respond to grievances, discipline, termination or special issues; and
  • Conduct performance reviews.
 
Prepare and administer department budget:
  • Direct the preparation and administration of the annual departmental budget and fiscal activity reporting processes;
  • Assess existing and anticipated service, equipment and staffing needs;
  • Project funding levels;
  • Realign budget with program changes;
  • Negotiate with vendors and manage contracts as needed;
  • Provide estimation of costs and monitor actual spending; and
  • Approve expenditures.


WORK ENVIRONMENT
Work performed is sedentary in nature, and typically performed within the Six county SWHHS offices.  Equipment used may include, but is not limited to, computer, calculator, telephone, and copy and fax machine.

Work interruptions are frequent.  There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required.  May involve exposure to environmental conditions.
